Description

Primary Objective:
  • He /She will assist Head, Treasury Operations Control to oversee the day-to-day operations in ensuring accuracy and efficiency with the objective of avoiding operational risk and losses.
  • Maintain a high quality customer service standards by actively promoting them within the team
  • Comply with bank's policy and guidelines in cash handling practices
  • Promote team work within the team to achieve a common objective

Key Responsibilities:

  • Manage and contain the operating cost to ensure that it is kept within the cost allocated for the team.
  • Responsible for full trade lifecycle management across various treasury products including trade validation, confirmation, settlement, exercise / assignment, general ledger posting, reporting, and provide source data support in related regulatory reporting.
  • Responsible for reconciliations between trading system, GL system, Nostro and clearing broker to ensure entries are matched, as well as breaks are investigated, accounted, resolved and / or escalated within the stipulated timelines.
  • Responsible for managing funding instruction, cash / collateral margining and settlement with clearing broker, counterparties and / or custodian.
  • Responsible for reviewing new business / product initiatives, regulatory requirements, internal policies, operations manuals, system access rights, and SLAs.
  • Responsible for managing static data maintenance in the trading system.
  • Assist the Head of Treasury Operations to ensure smooth operational delivery in TPC across all products within agreed SLAs, KRIs and / or KPIs.
  • Assist the Head of Treasury Operations to drive continuous improvement to attain operational efficiency, resource optimization and cost effectiveness.
  • Provide oversight of outsourced activities to ensure completion of contract renewal and performance review updates are meeting KPIs and agreed service levels.
  • Support business and Operations projects and initiatives to increase income generation or improve operational efficiency.
  • Participate in system enhancements including UAT to achieve optimum productivity.
  • Manage tracking and closure of project and change deliverables.
  • Review and digitalize / streamline internal work processes to reduce manual efforts.
  • Establish good interpersonal relationships with the various stakeholders.
  • Create and engage in a collaborative working relationship with various desks across Treasury department.
  • Manage stakeholders’ expectations by offering the appropriate support and / or solution.
  • Facilitate the completion of Operational Manual and Functional Manual, and grant follow up of procedures that need to be revised, amended or validated in the manual(s).

Compliance / Operational Risk Management

  • Comply with all regulations, policies and standards, contributing to an effective risk culture.
  • Provide support for any regulatory, audit, and BCP requirements.
  • Maintain RHBSG internal control standards, including the timely completion of KCT, KRI, RCSA, other operational risk reports, review audit reports, compliance reviews and quality assurance (QA) controls and take appropriate action regarding any significant exceptions.
  • Understand the requirements of MAS guidelines so as to ensure adoption and compliance in BAU processing.
  • Identify any operational and settlement risks in the current workflows and ensure controls are in place to mitigate the risk gaps.
  • Perform application / system administration functions and / or review to ensure compliance with Group IT Security Policy and Guidelines.

Requirements

Requirements:

  • Bachelor Degree or above.
  • Minimum 8 to 10 years of relevant banking experience in Treasury Operations and Control (Middle Office and Back Office).
  • At least 3 years in a managerial role or experience in leading at least 3 staff.
  • Good understanding of global financial markets, products, and key treasury concepts.
  • Good hands-on handling and knowledge of FX and FI securities and Derivatives.
  • Working knowledge of securities settlement in the domestic and Euroclear market.
  • Working knowledge of other treasury products / services and in Murex Treasury System are advantageous.
  • Experience in collaboration with other business units in delivering better customer experience, products and services or more efficient processes across the Bank.
  • Experience in driving self-initiated initiatives, such as streamlining existing processes, writing business requirements for system automation requests, arranging UAT, training manual and operationalizing the process changes to BAU teams.
  • Understanding of operational risk management framework and BCP.
  • Good understanding SWIFT MT messages, formats, and standards for trade confirmation and payment processing. Familiarity with MX messages will be advantageous.
  • Possess leadership and people management skills to lead and coach the team members.
